The Cost Analysis Branch oversees the cost allocation efforts and participates in a wide array of cost studies and cost modeling for the Department. The Cost Analysis Branch is comprised of the Cost Accounting Unit and the Rate Setting Unit. Duties are as follows:

The Cost Accounting Unit manages the cost allocation efforts of the Department. The unit designs, implements and maintains cost allocation models for the DHHS, which includes managing the monthly cost allocation process. During this process, various statistical data is gathered/updated to allocate the Divisionís costs to the appropriate funding sources. This unit also amends and maintains the DHHS Public Assistance Cost Allocation Plan. Cost Analysis Staff is also responsible for the preparation and analysis of all cost accounting reports for Department-wide, multi-year Information Technology projects. Various special projects and management requests are managed by the Cost Analysis Unit.
FEDERAL FINANCIAL REPORTING BRANCH

The Federal Financial Reporting Branch is responsible for the management, coordination and supervision of all federal fund accounting, financial reporting and financial analysis relative to federal funds accounting. This Branch also assists with the annual accrual process and preparation of the Comprehensive Annual Financial Report (CAFR) for the Department of Health and Human Services.
BUDGET AND ADMINISTRATIVE SERVICES SUPPORT BRANCH

The Budget and Administrative Services Support Branch is responsible for fiscal management of the DHHS Office of the Controllerís authorized budget; analytical and transactional responsibilities related to data mining, analysis and reporting; security administration over mainframe (RACF, NCAS, OMS, TSO) and systems applications including Core Banking (CB), Cash Management Control Systems (CMCS), North Carolina Identity Management (NCID); cost reporting including various financial and statistical data development for mental health facilities; and ad hoc reports and special projects for internal and external customers. The Administrative Service unit provides administrative support to the three sections of the Office of the Controller including mail processing, purchasing, supply management, time and leave administration, personnel administration, safety and general business support.
