Real Property Acquisition and Relocation Assistance

The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA) requires uniform and equitable treatment of persons displaced from their homes, businesses, or farms by programs fully or partially funded by federal funds. Qualified independent appraisers must appraise real property acquired through such programs and all appraisals must be examined by a review appraiser to assure acceptability. After acceptance, the review appraiser certifies the recommended or approved value of the property for establishment of the offer of just compensation to the owner. Federal requirements govern the determination of payments for replacement housing assistance, rental assistance, and down payment assistance for individuals displaced by federally-funded projects. The regulations also cover the payment of moving-related expenses and reestablishment expenses incurred by displaced businesses and farm operations.

The Department of Health and Human Services (DHHS) does not fund programs that acquire real property or that require the payment of relocation assistance. Therefore, no monitoring of this compliance area is required.

For questions or clarification on any of the information contained in this policy, please contact Office of the Controller. For general questions about department-wide policies and procedures, contact the DHHS Policy Coordinator.
