SUBJECT: MQB-E Edits and Certification Period Extension to 12/31/05

Previously, QI1/MQB-E was funded through September 30, 2005. It is anticipated funding for the program will be extended; however it is uncertain regarding the length of the extension. Therefore, another certification period extension is being completed in EIS for MQB-E cases. The State is in the process of planning for the annual re-enrollment process and certification period extension should the program be extended by Congress. We will send out a subsequent letter to notify you when we know more.
EIS automatically will extend the certification through date for MQB-E cases to December 31, 2005. This update will occur on the night of August 29, 2005. A list of the cases that are updated will be available the next day in a report on XPTR. The XPTR name is “DHREJ QI1 Cert Period Extended”. To view this list, select the version with the most current date.
Do not key any changes to MQB-E cases or transfers to MQB-E on August 29, 2005. Either key these before or after August 29, 2005. Approvals may be keyed any day.
On August 30, 2005, an automated DSS-8108 will be mailed to recipients whose certification period was updated automatically notifying them of their continued eligibility through 12/31/2005. These cases will be included on the Notice Register.
MQB-E cases with an 8125 pending the day the certification period extension runs and active MQB-E cases that do not have a certification through date of 9/30/2005 will not be updated automatically. These cases will require you to key a DSS-8125 to update the certification period to 12/31/2005 if the case remains active MQB-E. DMA will notify you which cases these are. When keying the DSS-8125 to update the certification period, enter the redetermination code (01). Do not override the notice. By using code 01, the recipient will be mailed an automated DSS-8108 notifying him of his continued eligibility through 12/31/2005.
Beginning August 30, 2005, begin entering a certification through date of 12/31/2005 for changes and transfers to MQB-E.
When approving an ongoing MQB-E case, enter a certification through date of 12/31/2005 unless the case is terminating earlier.
