North Carolina is approved by the Centers for Medicare and Medicaid Services (CMS) to operate a capitated waiver program which includes all Medicaid Mental Health, Developmental Disabilities, and Substance Abuse Services (MH/DD/SA). Services are administered by one of the eleven Local Management Entities (LME) operating under Managed Care Organizations (MCOs) as DMA vendors.
MCO is expanding statewide. The county implementation of and conversion to a MCO county occurs over a timeline, with completion July 1, 2013.
Effective 10/01/2012, a new policy section is added to the Aged, Blind, and Disabled Medicaid Manual regarding Managed Care Organizations for Behavioral Health, (MCO). This change includes policy and procedures from DMA Administrative Letter No. 07-05 issued February 23, 2005. This Administrative Letter is obsolete by this change notice.
New manual section MA-2290, Managed Care Organizations for Behavioral Health, (MCO) is added to the Medicaid Manual. The new manual section consists of the following policy and procedures:
