President Barack Obama signed the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA or Public Law 111-3) into law on February 4, 2009. One provision of CHIPRA 2009 is that newborn babies born in U.S. hospitals whose delivery was covered by Medicaid are now exempt from having to provide further verification for citizenship. Because these children are citizens by definition of being born in a U.S. hospital and their mother was covered by Medicaid for their birth, they are not required to verify citizenship at the point of eligibility renewal on their first birthday, or at subsequent renewals.
MA-2504 III.B.d.-Further verification of citizenship is no longer required of children born in U.S. hospitals whose mother was covered by Medicaid for their birth.
MA- 2504 III.C.2. Chart 2 (Code 25)- indicates that a screen print from EIS or verification from another DSS agency can be used to document citizenship of a baby who was born in a U.S. hospital and whose delivery was covered by Medicaid.
Apply this change to applications and redetermination presently in process on or after August 1, 2009.
