Research of SSI policy regarding motor vehicles indicated a need to revise Adult Medicaid policy to follow SSI policy. The exclusion of one motor vehicle for resource determinations and the $4,500 Current Market Value (CMV) motor vehicle exclusion changed. The excluded vehicle must be used for transportation. If not used to transport the applicant/recipient (a/r) living in a nursing facility or for the a/r living at home and/or anyone living in the home, then the vehicle counts as a resource. The $4,500 CMV vehicle exclusion was eliminated and the equity value of junked cars is a countable resource. The purpose of this policy change is to bring Medicaid policy into line with SSI regulations.
MA-2230, Financial Resources is changed.
The vehicle is assumed to provide transportation unless there is evidence to the contrary.
If evidence shows that the vehicle is not used for transportation, count the vehicle as a countable resource. If the countable vehicle is transferred, apply a transfer of resource penalty.
This change is effective July 1, 2006. Apply this policy to applications and redeterminations taken on and after July 1, 2006.
