The Family and Children’s Medicaid Manual Change Notice 19-07, effective December 1, 2007, required further clarification of information contained in MA-3230, Eligibility of Individuals Under Age 21 regarding the Expanded Foster Care Program (EFCP). This change notice corrects how to evaluate for other Medicaid programs when a foster care child has aged out of foster care.
Counting the assets and income of potentially eligible Expanded Foster Care Program (EFCP) individuals, caseworkers must evaluate for all mandatory Medicaid program/categories, excluding Medically Needy and Family Planning Waiver. If eligible, approve the individual in the appropriate mandatory Medicaid program/category. If ineligible, place the individual into the Expanded Foster Care Program (EFCP).
This policy is effective January 1, 2008. Apply this policy to any application or redetermination in process.
