The Eligibility Information System (EIS) transmits NC Health Choice information to the Blue Cross Blue Shield (BCBS) system. In order for the correct information to be transmitted to BCBS, it is imperative that EIS data is accurate to ensure the timely receipt of benefits. When inaccurate information is transmitted to the BCBS system, the process of correcting the information is very time consuming and ultimately causes a delay in the issuance of the NC Health Choice identification card.
Recently, it was discovered that the procedures for reopening certain NC Health Choice cases within the original 12-month NC Health Choice coverage period were incorrect. The reopening of NC Health Choice cases terminated due to receipt of SSI, foster care, or adoption assistance within the original 12-month NC Health Choice coverage period requires an administrative reapplication.
MA-3255, NC Health Choice, is revised to state that when reopening a terminated NC Health Choice case that is still within the original 12-month NC Health Choice coverage period, an administrative reapplication against the terminated NC Health Choice case ID must be entered in EIS.
Attachment 5 is also revised to reflect this change in procedure.
This change in policy is effective October 1, 2002.
