A. Requests for policy clarification from counties regarding overlays in reference to the Family Planning Waiver, (FPW), have been rapidly increasing. Guidelines for the overlay process in EIS were issued in a Dear County Director Letter, dated May 18, 2006. The information has been incorporated into MA-3265, Medicaid Family Planning Waiver, of the Family and Children’s Medicaid Eligibility Manual.
B. MA-3265, Medicaid Family Planning Waiver, and the Medicaid Family Planning Waiver Fact Sheet, Figure 2, for agency use has been changed to delete references to HMO’s. Effective August 1, 2006, North Carolina Medicaid no longer contracts with an HMO.
