The North Carolina Division of Services for the Blind is responsible for the administration and provision of services funded by Social Services Block Grant and described in the Independent Living Services Program's Administrative Procedures Act rules. The Division is also responsible for the following activities as they relate to Social Services Block Grant services to meet the needs of blind and visually impaired individuals.
Standards setting and related regulatory activities
Fiscal management relating to program implementation
Development and implementation of policy relative to confidentiality
Procedures to assure protection of civil rights
Preparation of statistical reports that describe services rendered to blind and visually impaired persons
In North Carolina the county departments of social services are responsible for receiving applications and for determining eligibility for many Social Services Block Grant services including those SSBG services provided through the Division of Services for the Blind. With respect to services for the blind and visually impaired, each county director of social services may delegate responsibility for eligibility determination to the Social Worker(s) for the Blind assigned to his/her county department. The reader is referred to the Interagency Agreement in appendix A for specific information on assignment of responsibility.
