  1. 3-2017: This Change Notice provides notification of revision to Work First Manual Section 118, Work Requirements and Services.

  3. 3-2011: The policies addressed in the change notice are for Work First Manual sections 111, 118, 119 and 120.
  4. 2-2011: The policies addressed in the change notice are for Work First Manual Sections 111 and 130.
  5. 1-2011: The policy addressed in this notice is for Work First Manual Section 002.

2010

  1. 6-2010: The changes that are addressed in this notice involve Manual Section 104. Policy has been added to clarify the Job Quit Penalty at application.

2009

  1. 03-2009: The changes addressed in this notice are to provide clarification, language changes to ensure policy consistency and to streamline policy.
  2. 2-2009: The changes that are addressed in this notice are to provide policy clarification, incorporate updated Federal guidance, and to address additional concerns cited by the Office of Civil Rights.
  3. 1-2009: The changes addressed in this notice are designed to provide clarification, correction and incorporate new policy into the Work First Policy Manual.

2008

  1. 08-2008: The Federal Final Rule was published in February of 2008. This final rule implements the changes to the Temporary Assistance for Needy Families (TANF) required by the Deficit Reduction Act of 2005.
  2. 07-2008: The changes to Work First Manual Section 114 were made to clarify current policy and to ensure policy consistency with Division of Medical Assistance Policy, when applicable.
  3. 06-2008: The changes addressed in this notice are designed to provide clarification, correction and incorporate new policy into the Work First Policy Manual.
  4. 05-2008: A new section has been added to the Work First Policy manual, Section 117.
  5. 04-2008: Figures 1 and 2 have been revised to reflect the new 150 and 200 percent poverty guidelines.
  6. 03-2008: The changes that are addressed in this notice are to provide further guidance regarding immigrant access as recommended by the Office of Civil Rights.
  7. 01-2008: The changes that are addressed in the attached Section 103 of the Work First Manual are to clarify that workers are expected to monitor participants’ progress at least every 12 weeks.

2007

  1. 05-2007: The changes that are addressed in the attached section of the Work First Manual are to revise the resource policy, clarify and define motor vehicle, clarify the policy on deeming resources to an immigrant from a sponsor.
  2. 04-2007: The changes that are addressed in the attached sections of the Work First Manual are to clarify that those applicants or recipients providing evidence of currently participating in a treatment program are not required during application or review, if appropriate, to be screened for substance abuse, to clarify that spouses of step relatives do not meet the kinship rule, and to incorporate the changes related to the Work Verification Plan as a result of the Deficit Reduction Act of 2005.
  3. 03-2007: The section has also been reformatted to allow for a clearer presentation of policy.
  4. 02-2007: The purpose of this Change Notice is to provide policy clarification and consistency.

2006

  7. 02-2006: The purpose of this letter is to clarify existing Work First policy on Citizenship and Immigrant rules.
  8. 01-2006: The purpose of this letter is to provide guidelines on timely notices for Child Support non-cooperation sanctions.

2005

  1. 04-2005: Work First Manual Section 118, including figures 2 and 10, were updated to reflect the new Workers Compensation Insurance Carrier, Granite State Company/AIG Group.
  2. 03-2005: Based on recommendations made by the Office of Civil Rights (OCR), policy changes have been made on the appropriate use of social security numbers in sections 104, 110, and 111.
  3. 02-2005: Changes made to this section reflect current policy regarding Workers Compensation for Work Experience participants.
  4. 1-2005: Work First Manual Section 102, Short-Term Services and Benefits, Figures 1 and 2, have been revised to update the chart that shows 200% of the Federal Poverty Guidelines.

2004

  1. 14-2004: The Audit/Dast-10 (DSS-8218) has been modified to include a date and client identification number line.
  2. 13-2004: The purpose of this change notice is to correct code “AJCD” which is used to decrease balance on a claim in EPICS.
  3. 12-2004: An EPIS reporting calendar for September 2004 has been added to Figure 1 of Section 118.
  4. 07-2004: Text is deleted from section II.
  5. 6-2004: These changes are being implemented to conform to changes contained in the TANF State Plan approved by the General Assembly (P.L. 104-193) that was effective October 1, 2003.
  6. 05-2004: North Carolina implemented a new state TANF Plan effective October 1, 2003.
  7. 04-2004: Procedures are being added to Section 210 (Payment Procedures) of the Work First Manual.
  8. 03-2004: The most significant change is the addition, at I. B., of a list of required verifications and documentation. Part II is also revised to clarify that a face to face interview is required at least once every twelve months.
  9. 02-2004: Work First Manual Section 102, Short-Term Services and Benefits, Figures 1 and 2, have been revised to update the chart that shows 200% of the Federal Poverty Guidelines.
  10. 01-2004: This change is effective immediately and makes obsolete DSS Administrative Letter No. 06-2003 Economic Independence.

2003

  1. 10-2003: When keying hours into EPIS for October 2003, verify that hours are entered for five weeks.
  2. 09-2003: This change gives instructions for assessing the eligibility of battered immigrants and removes instructions on deeming the income of sponsors.
  3. 8-2003: Section 113 of the Work First Manual is deleted and instructions on determining incapacity are moved from Section 113 into Section 119.
  4. 07-2003: The purpose of this change notice is to incorporate instructions for writing off claims for overpayments and to incorporate policy regarding the “O” Appeal Indicator for North Carolina Debt Setoff from DSS Administrative Letter 6-2002.
  5. 6-2003: Specific requirements are listed to clarify which eligibility requirements of the Work First Family Assistance Program must be met for Benefit Diversion.
  6. 5-2003: The federal poverty guidelines for this year have been received. This change notice provides the updated monthly amounts for 2003.
  7. 4-2003: The purpose of this change notice is to delete all references to Automated Food Stamps (AFS).
  8. 3-2003: Work First Section 201, “Reviews for Work First Family Assistance,” is being revised to give more specific guidelines for conducting eligibility reviews.
  9. 2-2003: This section adds new policy, criteria and instructions for reporting aliens who are residing in the U.S. unlawfully.
  10. 1-2003: The purpose of this Change Notice is to revise the EPIS Reporting Calendar to reflect the weeks for Federal Fiscal Year 2003.
